What's going on with my PC, it just doesn't charge more than 70% and the battery time is still good. is it because of the battery or the charger, or the software? help me!

What type battery? NiCad or Ion? NiCad takes a "set" and only charge up to that point till you completely discharge them. Ions don't have that problem but they have a shorter life expectancy Sounds like your battery is on the way out, you may need to change it

It could be a cheap material , Have you bought this charger from eBay, amazon etc?
If so chargers are there are made with cheap material which causes them not to charge most of the time. The other thing you should be carful about is watch out for an acid leak. This stuff could be fatal on you and your laptop. May I ask what brand is the charger? And try smelling it it could be burnt inside , or the it dead from all in it.

Its the battery. Old batteries never hold charge well
